Behind this jungle of a front garden resides a semi-detached bungalow that has been empty for an estimated three years since the elderly owner died, leaving no relatives or heirs. 
We haven’t been given much information other than the state of the inside which apparently matches the out. Surely the local authority has powers to enforce penalties for non-payment of council tax, which cannot be being paid?
